ISP Block
If you are in a location and use an ISP which blocks then the only sensible solution is to use a VPN
Devices on which a VPN cannot be installed will need an alternative such as a VPN router or a VPN protected hotspot setup on a PC etc.
If you are a reseller with multiple clients requiring protection then using a VPN server may be more appropriate!
