Hi, I am a Windows user and I got a post online that suggested a Windows user can access iCloud library without using the photo app. I am a bit confused about getting the information. Can anyone please tell me what about it?

Do you think if this post provide the valuable info? I was searching online to know if the Windows user can use iCloud library and found the article. If anybody suggest.
