This is not a provider but a pretty sweet little box that helps alot with VPN stuff, it also enables devices that do not have vpn support to actually use VPN and can do cool things like force all traffic from a specific device trough a VPN tunnel but allow Netflix or other stuff to not use VPN...

Just the cheapest is I guess a RPI with LibreELEC and config Kodi and you are done. I think its hard to do cheaper than that.

I like you have and love Nvidia Shield, I think whatever else you get will make you dissapointed... so if it is just the money buy a used Shield.

The powershell thingies would only work for people who run Kodi on a PC, or have a PC running that can generate and share the file for whatever box they are using, but my guess is most people who use Kodi runs it on their tv or android box or whatever and those devices does not run powershell...
