Cloudflare issue

Hello
A friend of mine trying to join this forum but unfortunately he can't even access the front page of the forum, a a cloudflare webpage shows up stating that he is blocked as you can see in this screenshot. He was never a member here before but he aims to join the community.
I hope an admin can solve this problem for him. Thank you
