Has anyone experienced Movistar blocking access to IPTV Channels? TIA

Some background: I am currently using two mobile providers Avatel as my mobile and ISP and have no issues with downloading playlists and watching channels. However, when I visit a 2nd location that uses Movistar I am unable to download any playlists whether I use my mobile (attached to Movistar) GSE Iptv app/XCIPTV app or Tivimate (Google TV Streamer).... Avatel do not provide coverage at the 2nd location...
